STRONGSVILLE, Ohio -- The city has chosen Gilbane Building Co., headquartered in Providence, R.I., to construct the town center improvement project for $8.9 million. Only one other company bid on the project. Dunlop & Johnston Inc. in Valley City offered to do the work for $9.1 million. The city engineer's estimate was $9 million. So far, however, the city has raised only $5.7 million for the project. With a groundbreaking scheduled for Aug. 16, it's not clear where the city will find the remaining $3.
