STRONGSVILLE, Ohio – The city will have a new police chief starting Sept. 1. Lt. Thomas O'Deens, a 28-year veteran of the Strongsville Police Department, will replace Chief Mark Fender, who is retiring. Mayor Thomas Perciak announced and City Council approved O'Deens' appointment July 3, according to council meeting minutes. O'Deens could not be reached for comment last week and this week. 'I believe Lt. O'Deens is well-qualified and the best candidate for the position,' Perciak told council. Perciak said O'Deens came to Strongsville after graduating from the Ohio State Highway Patrol Academy.
